According to the city, anyone moving to Passau must register at the citizens' office (Bürgerbüro) within two weeks. Registration is free of charge. The registration office is in the Old Town Hall (Rathausplatz 2, 94032 Passau); there is a second office in the Passavia service centre. You should bring:

civil status certificates such as a birth or marriage certificate.

You can book appointments online up to four weeks in advance; according to the city, there is only limited capacity without an appointment. According to the city, the citizens' office is open on Mondays and Tuesdays from 7:30 am to 4 pm, on Wednesdays and Fridays from 7:30 am to 12 noon and on Thursdays from 7:30 am to 5 pm. Plan the appointment before the move so that you meet the two-week deadline. Online registration is only possible for your main residence. According to the city, changing the address in your vehicle documents costs €12.

For helpers and second vehicles, the city lists parking options on the edge of the old town. From the Ilzbrücke multi-storey car park, the historic old town can be reached in a few minutes on foot; the park-and-ride facility there is connected to the centre by bus lines 1, 2 and 4 every 15 minutes. At some car parks in the city centre, such as Domplatz, Residenzplatz and Rathausplatz, there is a free 30-minute parking period (the "Semmeltaste"). It is suitable for stopping briefly, not for a whole moving day.
