Living in Ingolstadt: Housing Districts & Registration

Ingolstadt for New Residents
Ingolstadt: The Danube, a Fortress Old Town and the Audi Plant
Settling in, not just moving
Ingolstadt is an independent city on the Danube with a good 140,000 inhabitants – after Munich, the second-largest city in Upper Bavaria. Bavaria's first university was founded here in 1472, and for a good 400 years Ingolstadt was a state fortress; the historic old town has largely survived and is surrounded by the Glacis, the former fortress apron and today's green belt. The city is shaped by manufacturing: Ingolstadt is the headquarters and largest production site of Audi. After Regensburg, it is the second-largest German city on the Danube and one of Bavaria's three regional centres.
For newcomers, the first tasks are an appointment at the registration office, flat-hunting and sorting out the commute. The city has a qualified rent index and regulates parking in the old town through resident permits. We are a moving company from Berlin-Moabit (Stromstraße 21), not from Ingolstadt. The route from Berlin – around 509 km, almost entirely via the A9 – is described on our page Moving Berlin – Ingolstadt. We also handle the opposite direction, Ingolstadt → Berlin.

What We Clarify Before Your Move to Ingolstadt
Old town, access, parking
We come from Berlin-Moabit (Stromstraße 21) and are not an Ingolstadt business. That is why we ask detailed questions before moving day: is the flat in the old town, where according to the city on-street parking during the day is reserved for short-stay parking or residents? Is there a lift, and how wide is the staircase? If needed, we apply for a parking restriction zone (Halteverbotszone). Your belongings are covered under the HGB (§ 451e: €620 per m³), and additional insurance is available on request. We give you the price after the survey as a fixed price – whether it is a studio flat in the city centre or a terraced house in an outer district.

Ingolstadt
for Newcomers
Before moving to Ingolstadt, you should clarify a few points: registering at the registration office in the New Town Hall on Rathausplatz is compulsory within two weeks of moving in, and appointments are available by phone, email or online. Also check whether your new address is in the old town with resident parking and where the removal van can stop. Re-register your car with the city's vehicle registration authority – there is no district of Ingolstadt. On request we take care of the parking restriction zone, furniture assembly and – if the flat is not yet free – storage.

Frequently Asked Questions from Newcomers in Ingolstadt
Twelve City Districts: Where Newcomers Live in Ingolstadt
Ingolstadt is divided into twelve city districts and 61 sub-districts, and each district has a district committee. The old town consists of the four old-town districts and the Brückenkopf and is enclosed by the Glacis; around it lies the inner city with districts such as Nordost and Nordwest. People in Ingolstadt also roughly distinguish between the north and the south of the city – separated by the Danube.
The 2021 State Garden Show created the Piuspark, and the 1992 show created the Klenzepark at the Brückenkopf. Where you live determines your bus line, commute and carrying distance on moving day – we plan vehicle and team to suit the address.
Important for daily life: resident parking permits are available for the old town, INVG buses connect the districts, and a single fare applies across the Greater Ingolstadt transport association into the neighbouring districts.
Working, Studying and Leisure in Ingolstadt
Ingolstadt is the headquarters and largest production site of Audi; there are also suppliers such as EDAG, Dräxlmaier and Continental. According to Wikipedia, Klinikum Ingolstadt is the fourth-largest hospital in Bavaria and the second-largest local employer, and the Media-Saturn-Holding has its headquarters here. Airbus Defence and Space is present in neighbouring Manching. You can study at the Technical University of Applied Sciences Ingolstadt and at the Faculty of Business and Economics of the KU Eichstätt-Ingolstadt.
For leisure there is the Bavarian Army Museum, the Audi museum mobile, the Klenzepark, the Saturn-Arena and paths along the Danube. The Ingolstadt Half Marathon takes place in May. We do not quote rents ourselves – use the city's rent index.

Registering in Ingolstadt: Registration Office on Rathausplatz, Appointments and Online Procedures
Under § 17(1) of the Federal Registration Act (Bundesmeldegesetz), you must register within two weeks of moving in. In Ingolstadt the responsible office is the Bürgeramt – registration and passport services in the New Town Hall, Rathausplatz 4. The City of Ingolstadt serves visitors there by appointment, which you can book by phone on 0841 305-1500, by email to [email protected] or online. The opening hours are: Mondays and Tuesdays 8:00–12:30 and 13:30–16:00, Wednesdays 8:00–12:30, Thursdays 8:00–12:30 and 13:30–17:30, Fridays 8:00–12:30. According to the city, there is currently no photo booth in the building.
The city lists four online procedures: registration, notification of a change of main residence, deregistration and landlord confirmation. This means part of the visit to the authorities can be done from home, which is particularly useful if your moving date is tight. The page we checked does not state which documents and fees the city requires for registration; ask the registration office about this.
The law requires confirmation from your landlord: under § 19 of the Federal Registration Act, the landlord confirms the move-in with the date, address and names of the people required to register. Make sure this confirmation is available in good time. For prices and the process of the move itself, our moving guide for Ingolstadt will help.
Living in Ingolstadt: Rent Index and Resident Parking in the Old Town
For flat-hunting and rent negotiations, the rent index (Mietspiegel) is a good tool. According to the City of Ingolstadt, the rent index 2025–2027 counts as a qualified rent index; the city council recognised it on 30 October 2025, and it is valid until 31 October 2027. It shows the usual local net cold rent per square metre; service charges are not included. Location, fittings and condition of the flat lead to surcharges or deductions. DOMUS Consult offers an online calculator, and questions are answered by the staff unit for integrated social planning and neighbourhood development (Auf der Schanz 39, telephone 0841 305-50005).
Parking is regulated in the old town: according to the city, on-street parking spaces during the day are either paid short-stay parking or reserved for residents. You submit the parking permit form for residents to the Office for Traffic Management and Geoinformation (resident parking), Ludwigstraße 34, entrance Hallstraße. The office can be reached on 0841 305-2333 or -2334 and at [email protected], Monday to Friday from 8:00 to 12:30, plus Mondays and Tuesdays 13:30–16:00 and Thursdays 13:30–17:30. The page we checked does not state the fee, documents or validity; clarify these in advance.
For moving day in narrow streets, read our page on the parking restriction zone; you will find the local overview under Moves in Ingolstadt.
