Arriving in Zwolle

Zwolle for newcomers: a Hanseatic city between the IJssel and the Vecht

First steps

Unsere Firma is based in Berlin-Moabit (Stromstraße 21) and brings your household goods to Zwolle – you register with the Gemeente yourself.

Zwolle is the capital of the province of Overijssel, has around 134,000 inhabitants and has been a Hanseatic city since 1407. The old town with its canals and the Sassenpoort lies between the IJssel and the Overijsselse Vecht; newer districts such as Stadshagen in the north-west offer space for families. If you come from Germany and stay longer than four months, you register with the Gemeente (municipality) in the BRP within five days and then receive your citizen service number. This guide explains the first weeks for newcomers – from the BSN to the tenancy agreement.

The housing market in Zwolle is shaped by housing associations and the three national rental sectors; how they differ is explained further down. The municipality does not publish reliable average rents per neighbourhood, so we do not give any figures. Major employers include the Isala hospital, the online retailer Wehkamp and Windesheim University of Applied Sciences. We are based in Berlin-Moabit (Stromstraße 21) and handle the transport with our private move; check with the Gemeente in advance where the lorry may stop in the narrow streets of the Binnenstad (city centre) and whether a permit is needed. If the new flat is not yet available, storage bridges the time until the keys are handed over – saving a second move within the city.

What works differently in Zwolle

BRP, BSN, insurance, rent

A move to the Netherlands is duty-free within the EU, but requires its own steps: BRP registration within five days, a BSN, basic health insurance and a written tenancy agreement. We are based in Berlin and, besides our private move, also handle long-distance moves to Zwolle and neighbouring towns such as Kampen or Deventer. We are liable for your belongings under § 451e HGB at €620 per cubic metre; additional insurance is available. Further destinations are listed in the locations overview.

BRP in five days

If you stay longer than four months, you register in the Basisregistratie Personen (personal records database) within five days of arrival – free of charge.

BSN

The citizen service number comes after registration; you need it for taxes and every contact with Dutch authorities.

Basic insurance

According to government.nl, anyone who lives or works in the Netherlands must take out basic health insurance – including people moving from Germany.

Rental sectors

The social, mid-rent and free sector each have their own rent limits; in disputes over rent or maintenance the Huurcommissie (rent tribunal) can help, with a fee of 25 euros for private individuals.
THE FIRST FEW WEEKS

Six steps after moving in

After moving into Zwolle, one thing follows another: first BRP and BSN, then health insurance, bank and school. These six steps keep the order, so that no appointment blocks the next.

01

Beforehand: deregister in Berlin

If you move abroad, you deregister in Berlin – according to service.berlin.de in writing at the registration office (Bürgeramt), from seven days before moving out, free of charge.
02

Appointment at the Gemeente

Ask the Gemeente Zwolle (+31 38 498 31 38) in advance which documents it requires for first registration.
03

Register within five days

Register in the BRP with your ID and tenancy agreement – free of charge; partners and children moving with you also come to the Gemeente in person.
04

Wait for your BSN

With the BSN you open a bank account, take out health insurance and register children with nursery and school.
05

Basic insurance

The statutory zorgverzekering (health insurance) is compulsory for everyone who lives or works in the Netherlands; it covers GP and hospital.
06

Check your tenancy agreement

Since July 2023 landlords are expected to use written tenancy agreements; check the sector, term and reference date for the rent increase.
FOR SMALL LOADS

Only a few pieces of furniture to Zwolle?

Share cargo space, cut costs
A shared load to Zwolle uses free cargo space on a trip towards the Netherlands. You only pay for the space your furniture, boxes or appliances need, but get a time window instead of a fixed date. For the BRP's five-day deadline, it is your own arrival that counts anyway, not the delivery day.

What matters after moving in

A move to Zwolle raises a few practical questions: registering with the Gemeente Zwolle, the citizen service number (BSN) and basic health insurance. For moving day, check with the municipality where the removal van may stop in the Binnenstad. If you come with children, you need the BSN for nursery and school; popular schools in neighbourhoods such as Assendorp fill up quickly. If there is a gap between moving out and moving in, storage helps.

First BRP, then BSN

Registering in the BRP within five days is the first step; only then do you get the BSN, with which you sort out insurance, bank and school. If you stay less than four months, you can register as a non-resident (RNI) instead.

Binnenstad, Assendorp, Stadshagen

In the Binnenstad with its canals and narrow streets there is little room for a lorry; in Stadshagen or Zwolle-Zuid there is more. Check with the Gemeente where the vehicle may stop, and measure steep stairs in older buildings beforehand.

Costs in the first month

Registration is free of charge. Budget for a deposit, the premium for basic insurance and the transport itself; our guide prices are shown further down. Tenants on low incomes can apply for rent benefit from the Belastingdienst.

Frequently asked questions about living in Zwolle

BRP, BSN, wijken, tenancy law and commuting – for everyone moving to Zwolle.
The municipality does not publish average rents per neighbourhood, so we do not give any figures here. Zwolle's wijken (neighbourhoods) at a glance

The Binnenstad with its canals, cafés and short distances is the heart of the Hanseatic city, but its narrow streets make it demanding for removal vans. Assendorp and the Wipstrik are considered popular neighbourhoods with many older houses near the centre; Diezerpoort and Holtenbroek are also close to the city.

Families often look in Stadshagen, the large new-build area in the north-west with green spaces and schools, or in Aa-landen, Westenholte and Berkum with quiet residential locations. Zwolle-Zuid is well placed for the A28 for commuters.

Work, culture and commuting in Zwolle

Zwolle offers short distances, plenty of cycle paths and nature along the IJssel, Vecht and Zwarte Water. The old town with canals, ramparts and the Sassenpoort invites you to stroll; Museum de Fundatie shows art in the former Palace of Justice on the Blijmarkt.

Zwolle station is one of the largest hubs in the Netherlands, with trains to Amsterdam, Utrecht, Groningen and Enschede, among others. The A28 between Utrecht and Groningen runs through the city, and the A50 crosses it a few kilometres to the west. That makes Zwolle attractive for commuters too.

From Berlin to the Netherlands

We are based in Berlin-Moabit (Stromstraße 21) and also travel to the Netherlands. How we plan a move across the border is described under international move. You can find further destinations in the locations overview, long routes under long-distance moves.

Registering in Zwolle: BRP, BSN and health insurance

According to the Rijksoverheid (Dutch central government), anyone moving from Germany to Zwolle and staying longer than four months must register in the Basisregistratie Personen (BRP) with the Gemeente at their fixed residential address within five days of arrival. Registration is free of charge. Partners and children moving with you must also come to the Gemeente.

After registering you receive your citizen service number (BSN). You need it for tax matters and every contact with the authorities. There are exceptions: if you stay less than four months, you can register as a non-resident (RNI) with an address abroad and still receive a BSN. If you are still waiting for a required residence permit, you do not have to meet the five-day deadline.

If you move to Zwolle from another Dutch municipality, notification is free of charge according to the Gemeente Zwolle and can be made up to four weeks before the move and no later than five days after; it is done online with DigiD. For questions you can reach the Gemeente on +31 38 498 31 38.

In addition, according to government.nl, everyone who lives or works in the Netherlands is legally required to take out basic health insurance (zorgverzekering). Which steps are due before the move is shown in our moving checklist for the Netherlands.

Renting in Zwolle: rental sectors, contracts and disputes

The national rental rules also apply in Zwolle. The Dutch government distinguishes between the social sector (starting rent for contracts from 2026 below 932.93 euros a month), the mid-rent sector with a rent capped by the points system, and the free sector (starting rent above 1,228.07 euros, with no maximum rent). According to government.nl, housing associations own around 75 per cent of the roughly three million rented homes.

A tenancy agreement must contain the rent, a fixed or open-ended term, the annual reference date for the rent increase, maintenance rules, house rules and both signatures. Verbal agreements are valid but hard to prove; since 1 July 2023 landlords are expected to use only written contracts. In the free sector, the annual rent increase is capped at inflation plus one per cent until 1 May 2029, which for 2026 is 4.4 per cent. Fixed-term contracts of up to two years end automatically, and the landlord must confirm this in writing one to three months beforehand.

In disputes over rent, maintenance or service charges, you can turn to the Huurcommissie; the fee for private individuals is 25 euros. Tenants on low incomes can apply for rent benefit from the Belastingdienst (tax and customs administration). You can find the moving process in the moving guide for Zwolle, and the route in the long-distance moving guide.

Always one step ahead.
