Living in Ulm: districts parking restrictions and re-registration

Living in Ulm
Between the Minster, the Danube and the Eselsberg: Ulm for newcomers
Areas and daily life
Ulm is divided into 17 districts – from the city centre around the Minster via Söflingen in the west to Wiblingen, with its baroque monastery south of the Danube and the Iller. The university, university hospital and research centres are located on the Oberer Eselsberg. We are based in Berlin (Stromstraße 21, Moabit) and handle your move to Ulm from the survey to assembly; services for private moves can be found under Private move. We give you the fixed price after the survey.
From Moabit it is around 620 road kilometres to Ulm via the A9, A6 and A7 – a long day of driving with breaks. At the destination, the first question is which side of the Danube your flat is on: Ulm belongs to Baden-Württemberg and Neu-Ulm to Bavaria, and parking restrictions and registration are handled by the respective city. According to the city, Neu-Ulm has an application deadline of two weeks. More about the route under Long-distance moves, and destinations with their own page in the locations overview.

How we plan the route to Ulm
One long driving day, one team
We are based in Berlin and drive throughout Germany, including to the Danube. For Ulm we clarify in advance which city is responsible for the parking restriction, because Ulm and Neu-Ulm are two administrations in two federal states. In the old town around the Minster and the Fischerviertel (fishermen's quarter) it is tight, while on the Eselsberg or in Wiblingen it is usually easier. Our liability for your household goods is governed by the German Commercial Code (HGB) (§ 451e: €620 per m³); additional insurance is possible. The route is described on our page Berlin–Ulm.

After
moving in to Ulm
This guide is about life in Ulm: which of the 17 districts suit students, families or working people, which employers shape the city and how to complete registration within two weeks. Responsibility is also important: if you move to Neu-Ulm, the rules of the neighbouring Bavarian city apply, such as the two-week application deadline for parking restrictions. And finally moving day itself: narrow lanes in the old town, parking restrictions and arrival time. Anyone planning a private move will find a solid basis for the organisation here.

Frequently asked questions about moving to Ulm
Ulm's districts at a glance
Ulm has 17 districts: Stadtmitte, Böfingen, Donautal, Eggingen, Einsingen, Ermingen, Eselsberg, Gögglingen-Donaustetten, Grimmelfingen, Jungingen, Lehr, Mähringen, Oststadt, Söflingen, Unterweiler, Weststadt and Wiblingen. The city centre around the Minster offers historic flair, narrow lanes in the Fischerviertel and short distances. The university, university hospital and research institutions are located on the Oberer Eselsberg, so many students and employees live nearby.
Söflingen in the west was only incorporated in 1903 and has its own village centre with the former Poor Clares convent. Wiblingen lies south of the Danube and the Iller and is known for its baroque monastery. If you prefer something more rural, look at Gögglingen-Donaustetten or Einsingen. The Donautal, by contrast, is mainly an industrial area.
Rents and the housing market in Ulm
The housing market in Ulm is shaped by the university, the university hospital and major employers. Daimler runs a research centre on the Oberer Eselsberg, Audi and BMW have research departments in Science Park II, and the Wieland-Werke have their headquarters in Ulm. We do not quote an average rent because we have no verified source for it; compare current listings, especially in the city centre and on the Eselsberg.
An alternative is Neu-Ulm on the Bavarian side of the Danube, where Daimler Buses, among others, produces the Setra brand. Remember: anyone moving to Neu-Ulm registers there and applies to the city of Neu-Ulm for the parking restriction.
What does a move to Ulm cost?
We value clear prices: 1 room from €354, 2 rooms from €609, 3 rooms from €884, 4 rooms from €1,299. For a house or a villa there is an individual quote tailored to your needs. For long-distance moves we charge from €4.20/km. Arrange your free survey now and receive a tailor-made quote.
What the price to Ulm depends on
Whether a small move or a large villa – what always matters is volume, distance (from €4.20/km), floor and lift. A parking restriction zone (Halteverbotszone) may also be needed. We are also happy to advise you on furniture assembly and a part load.

Ulm or Neu-Ulm: which administration handles parking restrictions and permits?
Ulm and Neu-Ulm lie right next to each other but are two independent cities in two federal states. For parking restrictions and permits, what counts is the city your street is in. It is worth clarifying this before planning, especially if you are still undecided between the two.
For Neu-Ulm the city sets out the following rules: every measure in the public traffic area requires an application for a traffic order or an exemption permit from the road traffic authority. There is an online form for setting up or exempting parking restrictions. The minimum application period is two weeks, and an incomplete application will not be processed. Signs may only be put up after the traffic order has been delivered. Fees are based on the fee schedule for road traffic measures, and a separate notice is issued for special use. The responsible department is Straßen- und Verkehrsrecht (road and traffic law) (tel. (0731) 7050-7201 or -7202, [email protected]). The page does not mention moves explicitly, but it covers all measures in the public traffic area, which include parking restrictions.
For Ulm itself we were unable to verify any information on the city's website, so we do not quote any deadlines here. Ask the city of Ulm what notice period applies. How we organise stopping zones can be found under Parking restriction zone.
Re-registering in Ulm and Neu-Ulm: deadline, citizens' office and documents
Whether you move to Ulm or Neu-Ulm: under § 17 of the Federal Registration Act (BMG) you must register with the registration authority within two weeks of moving in. The landlord must confirm the move-in with the landlord confirmation (Wohnungsgeberbestätigung) (§ 19 BMG). A move between Ulm and Neu-Ulm means changing to another municipality, which requires a new registration.
In Neu-Ulm, according to the city, re-registration takes place in person at the Bürgerbüro (citizens' office) at Petrusplatz 15, 89231 Neu-Ulm. An online appointment is recommended. You need to bring your identity card or valid passport, the landlord confirmation (mandatory since 1 November 2016) and, if possible, your vehicle registration certificate. For vehicles with NU or ILL number plates, the address in the vehicle registration certificate can be changed when you re-register. One adult can attend on behalf of the family if they bring the ID documents of the couple and children up to the age of 18. Moves within Neu-Ulm can be pre-registered online if the housing status does not change.
The same federal deadline applies to Ulm; we were unable to verify the specific appointment and opening rules of Ulm's citizens' service and therefore do not quote them. Plan registration right after moving in so that it does not get lost in moving week. How we plan moves to the Danube: Moves in Ulm; for longer distances: Long-distance move.
