Under „Vorübergehendes Haltverbot einrichten“ (setting up a temporary parking restriction), the City of Ulm describes a clear procedure: private individuals cannot submit the application themselves; for a move, this is usually done by the commissioned removal company. Ulm and Neu-Ulm lie right next to each other but belong to two federal states: Ulm to Baden-Württemberg, Neu-Ulm to Bavaria.
