Rouen: quartiers between the cathedral and Saint-Sever

Rouen guide
Rouen: port city, prefecture and old town on the Seine
Quartiers, housing, everyday life
Rouen, the capital of Normandy on the Seine, combines a half-timbered old town and the Gothic Notre-Dame Cathedral with a large river and sea port. Nine quartiers lie on the right bank in the historic core, three on the left bank around Saint-Sever. For your move this means: in the old town and the pedestrian area you need an arrêté (municipal order) from the city, while on the left bank it is more about parking and the floor. Trains run from Rouen-Rive-Droite station to Paris and Le Havre. We plan your move to Rouen according to the address.
We come from Berlin and drive nationwide and abroad; according to OpenStreetMap routing, Rouen is around 1,080 km from our address in Moabit. We handle your home move at a fixed price after a survey, and for long distances you can read more under Long-distance moves. Packing, transport, furniture assembly and, on request, storage all come from a single source. That way you can concentrate on your new life in Normandy.

What we clarify before moving day in Rouen
Arrêté, signs, access
A move to France involves no customs formalities, but it has its own rules: in Rouen the city issues a free arrêté for moving day, the application should be made at least two weeks in advance, and the no-parking signs must be up 48 hours beforehand. We plan these steps with you. Your belongings are covered under the German Commercial Code (HGB) (€620 per m³), and additional insurance is available. Further destinations can be found under Locations; we come from Berlin and also drive long distances.

Rouen
for newcomers
A move to Rouen has a few special features: many old buildings in the Vieux-Marché – Cathédrale quartier have narrow stairwells, and moving day requires an arrêté from the city with signs that are up 48 hours beforehand. A separate rule applies in the pedestrian area after 11 am. We plan these steps with you and advise you on deregistration in Germany, health insurance, electricity suppliers and your first errands in your new neighbourhood. For businesses, the city also has a special parking tariff for “professionnels mobiles”, which according to the city's website also includes removal companies.

Frequently asked questions about living in Rouen
Rouen's quartiers at a glance
Rouen is divided into twelve quartiers. Nine lie on the right bank in the historic core, including Vieux-Marché – Cathédrale with half-timbering, cafés and short distances, Saint-Marc – Croix de Pierre – Saint-Nicaise in the east of the old town and Gare – Jouvenet around the main station, Rouen-Rive-Droite. On the left bank lie Saint-Sever, Saint-Clément – Jardin des Plantes and Grammont.
If you want to live in an urban setting, the old town offers short distances to work and culture. Many families and commuters also look at the neighbouring municipalities: Mont-Saint-Aignan in the north with the main campus of the Université de Rouen Normandie, and Bois-Guillaume and Bihorel in the north-east. The engineering school INSA Rouen is located in the Technopôle du Madrillet in Saint-Étienne-du-Rouvray, and Le Petit-Quevilly borders the city to the south-west. Our team plans the move according to the address, whichever quartier you choose.
Living, working and quality of life in Rouen
The housing market in Rouen is cheaper than in Paris, but we deliberately do not give reliable current rent figures here; compare offers by quartier, service charges and deposit. An important economic factor is the port: Rouen is both a river and a sea port and, according to Wikipedia, the largest grain port in Europe. Added to this are administration, as the seat of the prefecture and the region, the university and the university hospital CHU Rouen.
In everyday life, a well-developed public transport network helps: the light rail runs underground for 1.8 km in the city centre, plus buses and the guided TEOR system. Public transport has been free on Saturdays since 2020, and for under-18s since September 2025. Much is within easy reach, from the Seine promenade to the Normandy coast, such as Le Havre at the mouth of the Seine. Every four to five years, millions of visitors come to the Seine for the Armada, the show of large sailing ships. The Pont Gustave Flaubert is regarded as the highest lift bridge in Europe.
What the move to Rouen costs
Moving costs vary depending on the scope. As a general rule: 1-room flats from €344, 2-room flats from €584, 3-room flats from €909, 4-room flats from €1,269. For houses and villas we always prepare an individual quote, as requirements can vary greatly. For long-distance moves we charge from €4.15/km. Book a free survey to get exact figures.
What the price for Rouen depends on
The distance is charged from €4.15/km, while the volume determines the basic time required. The floor and lift affect carrying time, and a reserved stopping space outside the building affects loading time. A part load is also possible and can reduce costs.

Rouen: applying for a free arrêté for moving day
The City of Rouen regulates moves through a time-limited administrative order (arrêté). According to the city's website, the Direction des Espaces Publics et Naturels issues this arrêté free of charge. The key points:
- Lead time: the application should be made at least two weeks before the move, online via the city's website.
- Signs: you must put up no-parking signs showing the moving date at least 48 hours before the move. Types B6a1 or K5C are permitted. The city does not supply them; rental firms offer them.
- Pedestrian zone: the arrêté is required for a move in the pedestrian area (secteur piétonnier) after 11 am.
- Contact: Direction des Espaces Publics et Naturels, Rue Roger-Bésus, 76100 Rouen, telephone 02 35 08 87 45.
So plan the signs as a separate step. Because they must be up two days beforehand and show the moving date, they cannot be added at short notice on moving day. Clarify in good time who will obtain and put up the signs locally. The same applies, by analogy, at the starting point in Germany, where a parking restriction zone must also be applied for in advance. Further information on the route and documents can be found in the article Moving to France: customs, formalities and process.
Rouen: pedestrian zone, access terminal and parking tariff for removal companies
An additional rule applies in the pedestrian area of Rouen's city centre: for a move in the secteur piétonnier after 11 am the city requires the approved arrêté. You must also inform the officer of the municipal police (Police municipale) on duty at the access terminal and give the arrêté number. So keep the number to hand on moving day.
There is also a special parking tariff for removal companies. The city lists “déménagement” (removals) among the trades that can apply for the tariff for professionnels mobiles. It applies in paid spaces in the short- and medium-stay zones from Monday to Saturday between 9 am and 7 pm. Requirements include:
- a copy of your ID,
- the registration certificate (carte grise) of each vehicle,
- an insurance certificate for commercially used vehicles,
- for craft businesses, a current Kbis extract or a D1 extract.
Registration is via a customer account on rouen.easypark.net. The page does not mention a specific removals tariff; the conditions are clarified by the responsible body, SPL Rouen Normandie Aménagement Stationnement (telephone 02 35 70 13 88).
If you are coming from Germany and are not moving into a new home there, you must deregister within two weeks of moving out under § 17 of the Federal Registration Act (Bundesmeldegesetz). More on planning and costs can be found on our page on long-distance moves.
