Leeuwarden for Newcomers: BRP Parking Permit, Bulky Waste

Leeuwarden for newcomers
New in Friesland's Capital: How to Settle In Well in Leeuwarden
The first few weeks
Leeuwarden, Ljouwert in Frisian, is the largest city and the seat of government of the province of Friesland and has around 100,000 inhabitants. In 2018, together with Valletta, it was European Capital of Culture. This guide sorts out the first weeks: registering in the BRP (Personal Records Database), the BSN, flat-hunting, parking and bulky waste. We handle the transport as a home removal with packing and assembly.
We have no branch in the Netherlands: we come from Berlin-Moabit (Stromstraße 21) and carry out moves to Leeuwarden and back. Within the EU your household goods need no customs declaration, and they are covered under the HGB (§ 451e: €620 per m³). Where the vehicle may stop in the low-traffic Binnenstad (inner city) is something we clarify in advance with you and the gemeente (municipality). Further destinations are under long-distance moves.

No-Obligation Quote for Your Move to Leeuwarden
Fixed price after a survey, no customs
After a survey or video survey with a volume calculation, we give you a fixed price for the move to Leeuwarden – with no additional charges as long as the scope stays the same. Floor, carrying distance and access are included. Arrange your appointment on 01625978461.
Quotes available individually based on workload, scheduling and the desired scope of services.

Before Moving Day in Leeuwarden
Access, stairs, date
We come from Berlin and bring your household goods to Leeuwarden. Before moving day we clarify with you whether the new address is in the low-traffic Binnenstad and an access permit is needed, how narrow the stairs and doors are in the old building and whether an external furniture lift makes sense. We set the price after the survey (fixed price), and your belongings are covered under the HGB. You handle the BRP registration yourself by appointment – we schedule the move-in so that the five-day deadline is easy to meet.

If you are moving to Leeuwarden to study at NHL Stenden or Campus Fryslân with little furniture, you do not have to pay for a whole lorry. With a shared load you use free loading space on a trip towards the Netherlands; we agree the delivery day in advance, and your belongings are covered under the HGB here too.

Leeuwarden
for newcomers
New in Leeuwarden, many questions come up at once: how quickly must I register in the BRP, and which documents do I take to the appointment? When do I get the BSN I need for work, the bank and health insurance? Can I drive into the low-traffic Binnenstad, and how do I get rid of boxes and bulky waste? And what applies if I later move within the city? We have summarised the Gemeente Leeuwarden's information below. For the move itself we advise you on schedule, access and packing so that everything fits on moving-in day.

Frequently Asked Questions About Living in Leeuwarden
Binnenstad or Residential District: Where to Live in Leeuwarden?
Leeuwarden grew up on three terps (dwelling mounds) on which the villages of Oldehove, Nijehove and Hoek stood; in the 14th and 15th centuries they grew together into a town. The Binnenstad, with its canals and the leaning Oldehove tower, is low-traffic: if you live here, you need a permit to drive in, and there is only one parking permit per address. In return, the distances to shops, cafés and the station are short.
Around the core lie residential districts of varying ages, such as Camminghaburen with its own station. We deliberately do not quote reliable rent figures; compare offers, pay attention to the deposit and proof of income, and check the route to work and college before you sign. If you like cycling, you can manage almost everywhere in Leeuwarden without a car. For the BRP registration you will later need proof of your residential address – so make sure you receive the tenancy agreement in good time.
Studying, Working and Commuting in Leeuwarden
As the seat of government of the province of Friesland, Leeuwarden offers many jobs in administration, healthcare, education and services. You can study at NHL Stenden University of Applied Sciences and the Van Hall Instituut, which together have around 15,000 students; since 2018 the University of Groningen has also had a campus in Leeuwarden. The Capital of Culture year 2018 gave the cultural scene an additional boost.
From Leeuwarden station, intercity trains run via Zwolle to Rotterdam and The Hague, and regional trains to Groningen, Harlingen and via Sneek to Stavoren. By car, the A32 leads towards Heerenveen and Zwolle and the A31 to the Afsluitdijk. We schedule the moving date to match the flat handover.

Registering in Leeuwarden: Inschrijving in the BRP with the Gemeente
According to the Gemeente Leeuwarden, if you move from Germany to Leeuwarden and stay in the Netherlands for longer than four months, you must register in the Basisregistratie Personen (BRP) within 5 days of arrival. For this you need an appointment, which you book online at leeuwarden.mijnafspraakmaken.nl. The gemeente states that it cannot help without an appointment. Registration (inschrijving) is free of charge.
You should bring:
- passport or proof of identity (for everyone)
- proof of your residential address, such as a tenancy agreement, proof of ownership or a declaration from the main occupant
- if applicable, a marriage, divorce or death certificate and the children's birth certificates
- if born abroad, the birth certificate, which in some cases must be legalised
Proof of residence status is required for foreign nationals, but according to the gemeente does not apply to EU citizens. Partners and children come along to the town hall, Oldehoofsterkerkhof 2, 8911 DH Leeuwarden. The entrance on the Nieuwestad is temporarily closed; use the entrance on the Oldehove side. Information: telephone 14 058.
If you later move within the municipality, according to the city you report it no later than 5 days afterwards (possible up to 4 weeks in advance), digitally with DigiD. Customs and paperwork are explained in the article Moving to the Netherlands: customs and process.
Everyday Life in Leeuwarden: Parking Permit, Binnenstad and Bulky Waste
According to the Gemeente Leeuwarden, the residents' parking permit requires that you are registered at the address and that parking restrictions apply in the area. There are at most 2 permits per address, and at most 1 in the Binnenstad. The gemeente lists the annual costs as follows:
- Zones 1 to 5 (centre): €286
- Zones 6 to 10 (inner ring): €143
- Blue zone: €27
- Visitor cards: €7 per 10
The permit applies to one number plate until 31 December and must be renewed annually. When you move within the municipality, according to the city Burgerzaken (civil affairs) informs the parking department automatically. You apply digitally with DigiD at parkeervergunning.leeuwarden.nl. If you live in the low-traffic Binnenstad, you also need an access permit (inrijontheffing). The page does not give rules specifically for the removal van; contact the gemeente (telephone 14 058).
Bulky waste (grofvuil) is collected by Omrin, or you take it to the Milieustraat. According to the gemeente, collection of up to 1 m³ is free twice a year on special collection days, and further collections cost €63 per m³. At the Milieustraat you need your Milieupas; book drop-offs in advance with Omrin.
Orientation on routes and residential areas is provided by the Leeuwarden moving guide and the long-distance moving guide.
