Living in Toulouse: districts parking and public offices

Living in Toulouse
Between the Capitole and Blagnac: Toulouse for newcomers
Areas and daily life
A move to Toulouse takes you to France's fourth-largest city: around 515,000 people live in the city proper on the Garonne, and roughly a million in the metropolitan area. Newcomers usually choose between the dense centre around the Capitole, the left bank with Saint-Cyprien and the districts towards Blagnac, where Airbus is based. We are based in Berlin (Stromstraße 21, Moabit) and, on request, take care of packing, transport and assembly – find out more under Private move.
According to the city, only short-term parking is permitted in the centre, and Toulouse is one of the French low-emission zones (ZFE) requiring a Crit'Air sticker. We check both before the journey, because Toulouse is around 1,700 road kilometres from Moabit, which means several days of driving. France has no registration requirement like Germany's; you report your new address via Service-Public. You can read how we plan long routes under Long-distance moves.

How we plan the route to Toulouse
Several driving days, one team
We are based in Berlin and, on request, also drive to southern France. For Toulouse this means around 1,700 km, driving and rest periods, and at least one overnight stay. No customs duties apply within the EU. Beforehand we clarify where the lorry may stop – according to the city, only short-term parking is allowed in the centre – and whether the vehicle meets the rules of the low-emission zone. Our liability for your household goods is governed by the German Commercial Code (HGB) (§ 451e: €620 per m³); additional insurance is possible. We give you the fixed price after the survey.

Settling
in Toulouse
After the move to Toulouse, the tasks differ from those in Germany: France has no obligation to register with a residents' office, and you report your change of address via Service-Public to your health insurance, the Caf or the tax office. Families are often interested in districts such as Croix-Daurade, students in Rangueil with the Université Paul Sabatier, and Airbus employees in the north-west towards Blagnac. We show what matters for moving day in each case.

Frequently asked questions about moving to Toulouse
Districts of Toulouse: where to settle
With around 515,000 inhabitants, Toulouse is France's fourth-largest city, and its districts differ markedly. The historic centre around the Capitole and the Rue Saint-Rome offers brick buildings, cafés and short distances to the Basilica of Saint-Sernin – but little room for a removal van. On the left bank of the Garonne lies Saint-Cyprien with its market hall and quieter residential streets, quickly connected to the centre via the Pont Neuf.
Families find more detached houses in districts such as Croix-Daurade in the north-east or Lardenne in the west. Students often move to Rangueil, where the Université Paul Sabatier has its campus, or to Saint-Michel. Those who work at Airbus often live in the north-west towards Blagnac: that is where the factory site, the group headquarters and the airport are located. Metro lines A and B and the tram to Blagnac connect many of these districts.
Housing market, employers and quality of life in Toulouse
We deliberately do not quote specific rents here: they vary greatly depending on the district and condition, and we have no verified source for them. Compare current listings before you set your moving date. What is certain is that Toulouse is a centre of the European aerospace industry: Airbus is the city's largest employer, the A320, A330 and A350 undergo final assembly at Toulouse-Blagnac airport, and ATR and Airbus Defence and Space are also here. With over 110,000 students, Toulouse has the most students in France after Paris and Lyon, including at the Université Toulouse Capitole, the Université Paul Sabatier and INSA.
In everyday life, the metro, tram and Matabiau station north-east of the centre help you get around; the train journey to Paris takes just under four and a half hours. The Pyrenees and the Mediterranean are popular weekend destinations. What a move to France costs and how to plan it is explained in our guide to costs and planning.
What does a move to Toulouse cost?
A fair question – here is the answer: 1-room flats start from €339, 2-room flats from €605, 3-room flats from €905 and 4-room flats from €1,324. There is no standard package for houses or villas – here we always prepare an individual quote. If you move to another city, we charge the long-distance move from €3.80/km. The most accurate figure comes from a free survey.
What the price to Toulouse depends on
- Volume of the household
- Distance (from €3.80/km)
- Floor without a lift
- Need for a parking restriction zone (Halteverbotszone)
Extras such as furniture assembly and a part load round off the offer.

Parking in the centre of Toulouse and the Zone à faibles émissions
According to the city, only short-term parking is permitted in the centre of Toulouse: Monday to Saturday from 9 am to 8 pm, for a maximum of 2 hours 30. One hour costs €1.50, two hours €3; between 2 hours and 2 hours 30 a surcharge of €30 applies. In the faubourgs, a maximum stay of 5 hours applies Monday to Saturday from 9 am to 7 pm. The city also lists 18 public car parks in the centre and 9 park-and-ride facilities with metro connections (operator Tisséo).
metropole.toulouse.fr does not list a separate page for reserving a space for the removal van under the heading "Stationner"; the "Stationner" page leads to six sub-pages that do not deal with moving. As points of contact for everyday matters, the city names the Maisons Toulouse Services and the Mairies de quartier. Ask there early how you can get space for the lorry in front of the building.
Also bear the low-emission zone in mind. The French Ministry of the Environment lists Toulouse among the current 25 Zones à faibles émissions (ZFE). According to the ministry, the Crit'Air sticker is essential there; local restrictions may change during pollution peaks (page as of 13 August 2025). You should check which vehicle classes are currently affected before travelling with the removal vehicle.
Our page on the parking restriction zone shows how we organise planning in Germany; the formalities in France are explained in Moving to France: customs formalities and process.
Official errands and bulky waste in Toulouse after moving in
According to Service-Public, in France you can notify several bodies of your new address in a single step, including EDF, Enercoop, France Travail, the health insurance fund (CPAM), the Caf, the MSA, the tax office and the vehicle registration office. The service is free of charge. The city of Toulouse refers new residents precisely to this and also mentions the electoral roll, the water connection (homeowners via eaudetoulousemetropole.fr, tenants via the owner or management) and a free pass for the Decoset déchèteries (recycling centres), as well as registrations for school and nursery.
For bulky waste (encombrants) you need a collection appointment, which you book online or via Allô Toulouse (05 61 222 222). Collection takes place in the morning between 5 am and 12 noon; items may be put out from 8 pm the evening before. Individual items must be bulky but may not weigh more than 50 kg. One appointment is possible per address and collection day; outside Toulouse, according to the city, the number 0800 201 440 (Toulouse Métropole Interventions) applies. The city points out that waiting times can be long and recommends the 13 Decoset déchèteries, all of which have a reuse area.
How to prepare your registration in France as a German citizen is covered in our moving checklist for France.
