Norderstedt is in Schleswig-Holstein and borders directly on the city-state of Hamburg. Anyone moving from Hamburg to the town therefore changes both registration authority and federal state. According to the City of Norderstedt, you must register with the registration authority of your new place of residence within two weeks; this also applies to a move within the town.

For this you need the landlord confirmation (Wohnungsgeberbestätigung) from your landlord; the tenancy agreement alone is not enough. Anyone moving into their own property submits a self-declaration. Registration can be done electronically via the online service for all of Schleswig-Holstein if you have an ID card with the eID function, or in person at the residents' registration office (Einwohnermeldeamt). It is free of charge, including the registration certificate; late registration can be punished with a fine. According to the city, registrations are usually processed immediately, and for persons under 16 the person they are moving in with registers them.
